Willamette / Lower Columbia Coastal Cutthroat Trout Habitat
These data have been formatted to match the Oregon Fish Habitat Distribution Data Standard with the exception of the linear referencing component of the standard (stream ID's and measures). The Standard document can be found at: <http://gis.oregon.gov/DAS/EISPD/GEO/docs/bioscience/OregonFishHabitatDistributionDataStandardv1.pdf>
These data describe areas of suitable habitat believed to be used currently by wild, natural, and/or hatchery fish populations. The term "currently" is defined as within the past five reproductive cycles. This information is based on sampling, the best professional opinion of Oregon Dept. of Fish and Wildlife or other natural resources agency staff biologists or modeling (see the fhdBasis field).
Streams that are not found in this dataset should be considered to be fish (cutthroat) bearing until proven otherwise. This dataset is NOT a comprehensive depiction of coastal cutthroat habitat distribution. There are especially large gaps in areas of federal forest land as that is not an area of emphasis within the ODF Streams survey data.
Due to natural variations in run size, water conditions, or other environmental factors, some habitats identified may not be used annually.
Key features of the Oregon Fish Habitat Distribution Data include: species, run, life history, habitat use, origin, production, the basis for each record, originator name, originator entity and reference.
The data were developed over an extensive time period ranging from 1989 to 2010.

To provide an inventory of fish habitat distribution for documentation, mapping and analysis.

This dataset is intended to serve as the first version of coastal cutthroat habitat distribution in the Willamette and Lower Columbia Basins. It is recognized that it is FAR from a comprehensive dataset and it will require additional, indefinite refinement.
Fish Presence Survey (FPS) Streams data from the Oregon Department of Forestry (ODF) served as the foundation for the creation of this dataset, with the exception of the Hood River / Scott Canyon Hydrologic unit (17070105). ODFW district fish biologists for the 6 districts involved agreed that the ODF FPS dataset would serve as the best starting point for coastal cutthroat habitat distribution in these basins.
Both opinion and observation-based data for the Hood River / Scott Canyon HUC were collected via hardcopy map from a variety of natural resource agency biologists during the Oregon Dept. of Fish and Wildlife's 24K Mapping project (2002). Some supplementary 1:100,000 scale habitat data, based on ODFW district biologist opinion (1999), was added in the McKenzie, Upper Willamette and Coast Fork Willamette rivers.

Source Detail
1) Oregon Dept. of Forestry ODF FPS data are based on an early version of the Framework Hydrography stream network and do not align with the current version of the Framework hydrography or the National Hydrography Dataset. These data were developed originally as ArcInfo coverages that do not follow the linear referencing model of the Oregon Fish Habitat Distribution Data Standard (OFHDDS). ODF data are based on a mix of verified fish observations and modeling \ estimation of habitat. See (<http://www.odf.state.or.us/GIS/fishpres/ODF_Streams.pdf>) for more details. Source ODF data were converted into the OFHDDS format to the greatest extent possible, however they are missing the linear referencing component of the standard. Stream IDs (LLID) have been populated where present in the source data, however these may not match the current Framework Hydrography.
The OFHDDS version of the ODF data are NOT intended in any way to satisfy the water protection rules that are implemented by ODF.

2) Hood Basin / Scott Canyon HUC data comply with the OFHDDS and are linear referenced to the Framework Hydrography.
3) Upper Willamette supplementary data are sourced from 1:100,000 scale data that have not been migrated to the Framework Hydrography.

This dataset represents the initial version of coastal cutthroat fish habitat distribution data in the Willamette and lower Columbia basins. It is a compilation of available information from a variety of sources, but is recognized as incomplete. Numerous streams that are not included in this dataset contain coastal cutthroat habitat. Gaps are especially large in areas of national forest land as the ODFW / ODF stream survey efforts have largely excluded these areas.
This dataset will continue to evolve as more information becomes available.

Distribution data for the Hood Basin - Scott Canyon hydrologic unit are mapped at the 1:24,000 scale in association with the PNW Framework Hydrography files. The data that are based on the Oregon Dept. of Forestry's fish presence survey data were mapped to an early version of the 1:24,000 scale Framework hydrography, but geometries of the two layers are no longer in sync. For supplemental records in the Upper Willamette basin, those streams are at a 1:100,000 scale.

Hood Basin - Scott Canyon Hydrologic Unit only These data were created through a process where 1:100,000 scale fish habitat distribution data (current as of 2001) were plotted on 1:24,000 scale USGS quadrangle maps and then provided to ODFW and other natural resources agency field staff. Based on survey data, supporting documentation, and the best professional judgment of the field biologists, the distribution of usetypes (see the fhdUseTy field) were marked on the maps with colored pens. Attribues such as source contributors, agencies and confidence in the data were also collected. These hardcopy data were then digitized by ODFW GIS staff and stored as event tables tied to 1:100,000 scale PNW Hydrography. Upstream points of distribution on streams outside of the 1:100,000 scale stream network were captured as point data.
Linear events were converted to both coverage and shapefile format for data distribution purposes.

Hood Basin - Scott Canyon Hydrologic Unit only Distribution data that were previously mapped as lines on 100k streams and as points outside of the 100k stream network were migrated to a single, consistent linear format on the 1:24,000 scale statewide standard Framework hydrography. The resultant events were then evaluated for gaps, overlaps and anomalous measures in relation to the stream routes and corrected where necessary.

An Oregon statewide spatial Fish Presence dataset from the Oregon Department of Forestry was obtained in June, 2010. The stream features for the Willamette and Lower Columbia basins were extracted. From that subset, the streams coded as fish bearing (attribute Fishpres=Fish) were selected for further processing. The dataset was displayed on digital maps covering representative portions of 5 ODFW fish districts throughout the Willamette and Lower Columbia basins. Biologists were asked to review the data and provide their professional opinion regarding the use of the data for the purposes of representing coastal cutthroat fish habitat distribution. All 5 ODFW biologists consulted (Christ Knutsen, Tom Murtagh, Todd Alsbury, Alex Farrand, Jeff Ziller) agreed to use the data for the development of an initial coastal cutthroat trout fish habitat distribution dataset, despite the fact that these data do not identify all streams that contain coastal cutthroat habitat within these basins. The Hood basin was treated differently as it was included within ODFW's 24K Fish Habitat Distribution Mapping Project.
The Fish Presence Survey (FPS) data were cross-walked to the Oregon Fish Habitat Distribution Data Standard format. Where the verification of fish attribute was coded as "verified", the OFHDDS attribute for Basis was coded as "Documented Observation of Fish", despite the lack of a 100 percent correlation between ODF fish observations and observations of coastal cutthroat species. The correlation is likely very close to 100% however. The remaining FPS records that were developed based on modeling and habitat estimation techniques were coded witha Basis value of "Individual Professional Opinion" as the ODFW biologists agreed to use these data to represent coastal cutthroat habitat. Once the crosswalk to the OFHDDS was complete, the FPS data were then combined with data from other sources.
